The lock needs a device passcode. Without one, iOS cannot authenticate, so the lock stands down rather than locking you out.
Either turn on iCloud sync on both phones, or Export my data on the old phone, send the file to yourself, and Import my data on the new one. Merge keeps anything already on the new phone; Replace starts fresh from the file.
Insights → Settings → Delete my data erases every period, symptom and setting from the phone (and from iCloud if sync is on) and returns the app to onboarding. Export first if a record should survive.
